Read or set CapsLock key state

Usage:  CAPSLOCK  [ 0 | 1 | ON | OFF ]  [ /Quiet | /Verbose ]

Where:  0 or OFF   set CapsLock off
        1 or ON    set CapsLock on
        /Quiet     won't display anything on screen
        /Verbose   displays the (new) CapsLock key state on screen (default)

Notes:  An "errorlevel" 0 is returned if CapsLock is off, 2 if
        CapsLock is on, or 1 in case of (command line) errors.
